August 2026 Meeting Minutes

Welcome

Board President Kim Westerman gave a preview of the agenda. After reintroducing the board, she shared that Matthew Goodleaf has resigned as Treasurer for personal reasons, so we now have an open spot on the board for a treasurer. We then reviewed our meeting guidelines before introducing the Circuit Attorney's Office.

Special guests: Circuit Attorney's Office

Leann Mosby, Director of Community Engagement, introduced the Circuit Attorney's Neighborhood Collaboration to us, and Circuit Attorney Gabe Gore spoke about it as well. We were introduced to Assistant Circuit Attorney Kayla Womble, the direct liaison for Carondelet and Patch neighborhoods.

The Neighborhood Collaboration is a community-based public safety initiative led by the Circuit Attorney Office, hoping to bring their office closer to the people in the city, and for building trust. Residents with concerns about persistent public safety issues can reach out to Kayla directly. Kayla will also attend all of the Carondelet Neighborhood Association meetings, and we've been given a special QR code/link for reaching out to their office.

Public Safety

• Officer Wells said that Officer Hayworth had little to report. They've seen a lot of abandoned/derelict cars in the Patch, and they've asked for them to be towed.
  
• Neighborhood Improvement Specialist Sharie Taylor reminded us that National Night Out is Oct. 6, and would love for neighborhoods to get involved and bring people together. She also told us that the forestry department is trying to get vacant homes' yards cut more often, and will be implementing fines. If a vacant building is cited at least 3 times, they will be charged $100 every 10 days. Regarding squatters in vacant buildings, residents are encouraged to call it in as soon as you see it. She spoke about a homeless encampment on the 7300 block of Broadway, and how it's on railroad property, so technically the railroad needs to get those folks moved.

Alders

• Ald. Anne Schweitzer mentioned that the street repaving and traffic calming that's coming to S. Broadway is meant to make things safer in that area, but also that such measures help make an area feel more vibrant, and hopes that it will bring more safety and vitality to that area. Next area to look to for safety improvements is Michigan Avenue, and she thanked residents and city folks from the Streets Dept. and BPS for showing up for the walk audit.
  
  She also mentioned that Loughborough Commons CID is in talks with MSD about reducing parking lot and making the shopping district prettier with more green space and trees.
  
  Regarding data center regulations, the BoA is on recesses after some back and forth between them and the planning commission, who will meet at Thursday Aug. 20 to hopefully wrap things up.
  
  
• Ald. Jami Cox Antwi spoke about upgrades coming to Bellerive Park and hopes to share plans in the coming weeks.
  
  5500 S. Broadway is open and operating, and accepting patients. So far communication between them and Ald. Cox Antwi has been good, and she hopes it stays that way.
  
  She encouraged residents to take the city's trash and recycling survey, and also the survey about the riverfront and how it should be utilized, from Great Rivers Greenway and the Gateway Arch Park Foundation.
  
  
• Ald. Schweitzer mentioned that Ald. Cohn would be sworn in as Recorder of Deeds in early January, and the election for his replacement would likely be in the spring. The seat becomes vacant until the election.
  
  
• The next Ward 1 and 3 Town Hall is Saturday, Oct. 10 at the Carondelet Library at noon.

CNA updates

Kim Westerman pointed to handouts for folks to take to share with neighbors to help get more people involved.

She also shared updates on the gas station at 6709 S. Broadway and all the concessions they agreed to, like reduced hours, no airplane alcohol bottles sold, and narcan training for all their employees.

We're hoping to staff three committees -- Beautification, Communications, and Events. One event coming up is National Night Out, which we hope to have around Michigan and Holly Hills; please donate if you can!

The Beautification committee applied for a Neighbors Naturescaping Grant, and we hope to hear back by Sept. 9.

The board hopes to do fundraising to help paint Schoemel pots, and would love to pain fire hydrants.

Alexis spoke about her ideas for events -- trick or treating and some winter holiday events.

Board VP Chantal spoke about how CSB reports work and why they're important, and also how to report your concerns to MoDOT.

Open floor

• Joshua Lawrence spoke about his project for archiving the Riverfront Times.
  
• Jimmy Lappe won the primary to be state rep for the 81st district, and it is assumed he will general election. He will be the first Carondelet resident elected to that position, and he will continue to be available to residents.
