April 2026 Meeting Minutes

The Carondelet Neighborhood Association met on Monday, April 20 at the Carondelet branch of the St. Louis Public Library. We had 30 attendees.

Here are the highlights of what was shared during the meeting.

  1. Welcome: Kyla Oudshoorn, CNA President
  2. Neighborhood Police Update: Officer Hayworth
    1. There is not a lot of crime to talk about this month. Officers in the neighborhood are focusing on traffic crime.
    2. As more people are outside in the warmer weather, make sure you are keeping your car doors locked and not keeping anything in your vehicle, including change.
    3. He responded to a number of individual questions, and will take steps to follow up.

  3. Special guest: Matt Barnes, Civil Engineer with the City's Board of Public Service
    1. He shared updates about the project on S. Broadway that will add a two-way protected bicycle track from the city limits east to Loughborough and a protected bike lane from Loughborough to Bellerive Park.

    2. Curb ramps will be the first step, followed by repaving, which will be completed this summer. Striping and adding islands and concrete dividers will be the final step, which may be finished this fall, weather permitting.

  4. Ward 1 Updates: Anne Schweitzer, Ward 1 Alderwoman
    1. S. Grand is getting ADA-compliant curbs and repaving should be completed by the end of May.

    2. MSD has announced plans to use Alaska Park as a staging area for a major project for approximately three years. She is researching whether they have the right to do this. MSD has said they will leave the park better than they found it, so she encouraged neighbors to be vocal about their ideas for the park. Look out for upcoming open houses and town halls.

    3. The Water Division has announced a proposed major rate increase. Check out their social media and upcoming town halls to hear more.

    4. Tomorrow starts the Board of Aldermen's next legislative session. All bills that did not pass this session will need to be refiled, notably those related to food trucksl and data centers.

    5. We are entering the City's budget season. The police budget is very complicated. 

    6. The next Wards 1 and 3 Town Hall is Saturday, July 18.

  5. Board Election: Kyla Oudshoorn, CNA President
    1. We had an uncontested slate of candidates, so those present elected them unanimously:
      1. President: Kim Westerman
      2. Vice President: Chantal Incandela
      3. Secretary: Megan McGonnell
      4. Treasuer: Matthew Goodleaf
    2. We thanked Kyla for her two years of service as Board President and for her tireless enthusiasm and dedication to the neighborhood.
  6. Upcoming events: Kyla Oudshoorn, CNA President
    1. Clean Up this Saturday, April 25 from 10am-noon. Meet at Bodach's Games
    2. Arch Vista Open House Thursday, May 7, 4-6pm
    3. Virginia and I-55 monthly clean up Saturday, May 9 at 8am.


Our next neighborhood association meeting will be on Monday, June 15 from 6-7pm at the Carondelet Library.
